The tender response is fairly simple, with just one free text box to complete for your response, and the usual set of compliance and supplier questions to complete.

The tender is based 60% on price. This favours the more cost effective supplier, but does open up the window for agencies to underquote. As such, strong control on pricing is key.
Also note that price is not a binary win/fail – how these things work is the cheapest price is awarded 100%, and every price higher than that is awarded a lower percentage based on the factor against the lowest price. So a quote that was twice as much would get 50%. The awarded percentage is then multiplied by 60% to get the overall score.
So the cheapest price will get the full 60% of the total tender scoring. The agency with a price double that of the cheapest would get 30% of the total tender scoring.
